Traffic is the expensive half and the visible half. This category is the other one: the page the click lands on, and whether anybody can prove what happened after it.

Most accounts are optimised against numbers nobody has checked. A pixel that fires twice, a conversion action counting a page view, a platform reporting sales that never reached the bank. Every decision downstream of that is a guess with a decimal point on it, and fixing it is usually the cheapest performance work available.

Which should I fix first, the page or the tracking?
The tracking, nearly always. Until the numbers are real you cannot tell whether a new page helped, and you will end up rolling back the version that was working.
Will better tracking make my reported results worse?
Frequently, yes, and that is the point. Inflated conversion counts are how accounts quietly go broke while the dashboard stays green.
