Why it is free
Because this listing needs to be proven rather than advertised. A finished store with your products in it, running, is worth more to us right now than the fee is — and the fee is the only thing standing between you and finding out whether the work is any good. When the launch window closes this becomes a normal quoted build, and anybody who took the free one keeps it.
